Quantum non-stationary systems continue to be a living and very interesting part of quantum physics, uniting researchers from many different areas. However, the number of special scientific meetings devoted to them is rather limited. One such meeting was the International Seminar Time-Dependent Phenomena in Quantum Mechanics, organized by Manfred Kleber and Tobias Kramer in 2007 at Blaubeuren, Germany. Another meeting was the International Workshop on Quantum Non-stationary Systems, held on October 19-23, 2009 at the International Center for Condensed Matter Physics (ICCMP) in Brasilia, Brazil. It was organized by Viktor Dodonov, Vladimir Man'ko and Salomon Mizrahi. Now, we have decided to organize the Second International Workshop on Quantum Non-Stationary Systems at the International Center of Physics (ICP) in Brasilia, Brazil, on August 28 - September 1, 2023. In particular, one of the goals of this event is to celebrate the 75th anniversary of Prof. Viktor Dodonov and 50 years of his research and teaching activities. We expect to have about 40 invited talks in the hybrid format, made by distinguished researchers from more than 15 countries. A few contributed talks and an unlimited number of poster presentations are also highly welcome. Selected works will be published in the book of proceedings with ISSN in online and print versions. All the presentations will be transmitted online on YouTube and saved in the channel of the International Center of Physics.
