Are you a self-starter with experience/knowledge of the policy making process, preferably within a Higher Education Institution or similar type of complex organisation? Do you have excellent research and analysis skills? Experience of identifying the strategic implications of policy and clarifying these succinctly and concisely?  Can you communicate detailed (sometimes complex) information to colleagues at all levels to inform, advise, influence, and achieve results?  Do you have the flexibility to adapt this in light of a fast-moving policy environment?   

Birmingham City University is looking to appoint a Policy Analyst to assist the Policy and Strategy Advisor in analysis of policy and practice; reading and synthesising a range of evidence; working with data professionals and other stakeholders to develop ‘think pieces’ as well as briefings and reports that contribute to policy advice and recommendations; and project managing policy implementation projects and special assignments.

Still a relatively new profession, this is an exciting time for a Policy Analyst to join the team and support the University’s policy engagement to respond to a rapidly changing political and policy environment. Working closely with senior colleagues across the organisation, you will be expected to:

Horizon-scan the policy environment to identify ways in which the University can position itself well for emerging and future HE demand.Research emergent themes, policies and other changes in the external environment relating to the potential future development of Higher Education; summarising implications for the University.Precis government reports, regulatory guidance documents and other relevant sector reports, including an assessment of their relevance to the University.Project manage small (in scope, not importance) university-wide policy implementation projects and special assignments.  Undertake policy impact assessments, working with data analysts and other stakeholders, to ensure institutional quantitative data informs the University’s strategic response to new Government policy.  Contribute to the writing of reports, critiques, briefings and ‘think pieces’ that develop policy advice.

Working closely with the Office of the Vice-Chancellor (VCO), the Policy Team is based in the University’s Planning and Performance Department and supports the achievement of key performance metrics, regulatory compliance, and the successful delivery of the corporate strategy by informing the Vice Chancellor's Office and Executive Leaders of key policy drivers and their implications for University practice. The Policy Team work with Senior Leaders on influencing and informing relevant politicians, policy makers and enabling organisations of the strengths of the University; and have responsibility for shaping the policy input into the planning of major University-wide projects and initiatives.
