The Legal, Governance and Compliance Directorate is led by the Director of Legal, Governance and Compliance. The Directorate forms part of the University Registrar and Secretary’s portfolio, which also includes Student Services, Health and Safety and Business Improvement and Assurance. 

The Directorate works collaboratively to provide a variety of services to the university including: 

an effective and efficient legal service across a number of specialisms; effective and efficient governance structures and functions for the University as a charity and otherwise, including the relationship with the Office for Students and other regulators; accessible and responsive student complaints and disciplinary systems; effective and efficient data protection and freedom of information compliance and other information governance systems.

There are four teams within the Directorate: Legal Services, Information Compliance, Governance and Business Support. 

The Governance team underpin and support the proper functioning of the University in its various guises (as an exempt charity, as a registered provider, through subsidiary companies) as guardians of the governance framework.  They contribute to an excellent student experience by ensuring the student complaints and discipline processes are well run.  

The Governance Manager will lead the Governance Team and manage the University’s governance, student complaints and student discipline functions.

Governance

Working with the Director and the Registrar, the post-holder will be responsible for the University’s institutional policy framework, ensuring that the Charter, Statutes and Ordinances (the University Legislation) are kept up to date and that the documents that put the University Legislation into effect (for example regulations, policies, procedures, and codes of practice) are properly structured, approved, published and complied with*.  He/she will also ensure the Schedule of Delegated Authority is maintained, communicated and complied with*.  The post-holder will ensure that appropriate, support is provided for all of the University’s formal committees.

* complied with includes developing and managing a framework to make compliance easy and co-ordinate/support compliance by measuring and monitoring compliance; highlighting areas in which remedial action may be required; providing appropriate training; developing tools to assist managers in compliance-related activities; and driving increased levels of compliance in conjunction with colleagues within the Directorate and across the University.

Subsidiary and spin-out companies

The post-holder will support University subsidiary and spin-out companies as required, including acting as secretary.

Office for Students

The post-holder will ensure that University governance complies with any Governance Conditions imposed by the Office for Students, co-ordinate the annual registration process and offer appropriate support and guidance to colleagues in respect of Office for Student related matters.  

The successful candidate will also ensure that University governance complies with the requirements of the Office for Students in respect of exempt charities. 

Student Complaints, Student Discipline and the OIA

The post-holder will be responsible for management and oversight of both student complaints and student misconduct cases.   He/she will seek to continuously improve the processes and associated documentation and provide support with practical arrangements as well as advice and guidance as required. The post-holder will ensure appropriate training and guidance is provided and that proper records are kept and reports made.  

They will oversee the University’s day to day relationship with the OIAHE and be responsible for ensuring that records are kept and reports made.
